R&D slider like for the factories; "improve all to

It would be much nicer if we were given a scrollbar like in the factories, setting the desired research level to be obtained. Moreover, it would be cool if there was an "improve all products to level X" slider.

Would be as fast as the new dialog for queueing several levels of the same item, but with the flexibility to set up multiple products quickly.
