Stock exchange IPO and selling company question

I have a company that i messed up with and i would like to get rid of in order to start a new one from scratch. i know i can just sell all the buildings but i have a great value in research that i no longer need and it will be a shame to see all that investment go to waste.

so what would happen if:

1. I would sell the company with the option in the HQ tab in settings. will the cost to found a new company would be reduced to the previous level?

2. I would do an IPO and sell 5% of it. will the cost to found a new company would be reduced in this case as well?

I believe the first option is the case. If you do a company appraisal, you will get the fullest value when you sell. Have you considered doing an IPO for, say, 60-90% of the company, and letting someone else just take it over, while holding some shares? I know it would be a lot easier with a Bid/Ask board somewhere. If there is one, I can't find it.
