I find it in EOS-pedia!!!

I couldn't find that in the EoS-pedia. I'm not sure what that is.

If you search "bad" then you will get both this word in EOS-Pedia
It is in both capitalism and test server

If Cheater's badge suggest anything to me, it is that it might be something the admin was going to award to people who were caught cheating in a big way. Possibly the use for the badge of wisdom was to award it to someone who had a very high level of quality in a product. Since the admins have not awarded any of these as far as I know, I don't think there is a good answer I can offer at this time. Perhaps some day when the admin looks at this post, we'll get a good answer.

These were awarded in the past. If you look at really old players - players with low user id value, you will see that they have several achievements in their profile.

Edit: Best way to find them is to look for top networth ranking
