What shares are available to purchase?

Is there any listing of shares that are offered for sale other than via IPO, or requests to buy shares other than company stock buyback offers?

A button at the top of OFFERS which shows all stocks available to buy or sell would be nice, along with an easy way to say, I accept, for an offer to buy or sell, via clicking a button on the stock listing offers page. This would tend to make the stock market more active.
